Betty looks lovely. You really dont need to lay down any nesting material for owls, they make their own with their pellets by tearing them up to make a soft padding for laying their eggs, yes even on a bare floor they will lay a egg. research has shown that wood shavings can be harmful to both the parents and owlets.
